Since 2019, we have implemented numerous projects to support women in Istanbul, addressing areas such as health screenings, employment, and more. Our goal is to ensure women’s active participation in society and to help them lead healthier and safer lives through continuous projects and social support.
Women Excel in Every Role at IMM!
Before 2019, women were not employed in certain roles at Istanbul Metropolitan Municipality (IMM). Today, women are taking on more responsibilities and holding more managerial positions at IMM.
For the first time in IMM’s history, women are now serving as firefighters, metro station supervisors, security officers, parking attendants, captains, sailors, bus drivers, and lifeguards!
- We increased the number of female managers by 148% and the number of female employees by 40%.
- At Kent Lokantası (City Restaurants), we employ only women, continuing to support women’s employment across all sectors.
Free Travel with Anne Kart (Mother Card)
With Anne Kart, we achieved a first in IMM’s history by enabling women with children aged 0–4 years to use public transportation for free. Since its launch, nearly 730,000 mothers have made 183 million trips using Anne Kart.
All Services for Women Under One Roof: IMM Kadın
We consolidated supportive services for women under one roof by establishing IMM Kadın (IMM Women). Through the IMM Women Centers we opened across Istanbul, we provide services in areas such as cultural activities, sports, health, social services, employment, and education.
Since December 9, 2022, our IMM Women Centers have provided 108,971 services to 13,666 women.

We Preserve Neighborhood Culture with Neighborhood Houses
At the IMM Neighborhood Houses we’ve opened across Istanbul, we strengthen neighborly relations while increasing the social participation of children, youth, women, and adults. At these centers, we organize workshops, support sessions, workspaces, libraries, events, and talks, fostering a shared neighborhood culture.
Since November 2020, we have provided nearly 280,000 services to over 34,000 people at our Neighborhood Houses.

We Provide Counseling and Education Services for Families at İSADEM
Through the Istanbul Family Counseling and Education Centers (İSADEM), established in 20 districts, we welcome Istanbul residents of all ages. We offer group education, counseling services, health screenings, and events, prioritizing women and children to improve living conditions for all.
Since January 2020, we have provided over 2 million services to nearly 860,000 people at İSADEM.
We Support Women Facing Violence Through Our Women’s Counseling Unit
We assist women who have experienced violence or are at risk of violence through our Women’s Counseling Unit. Since its launch in 2020, we have provided nearly 16,000 services to 7,000 women, offering psychosocial and legal support.

24/7 Multilingual Support with the Women’s Support Line
Through the Women’s Support Line, we provide social, psychological, and legal assistance to women in need. Women facing violence can access services 24/7 in multiple languages.

Women’s Counseling Unit in Grand Bus Terminal is at Your Service!
We opened the Women’s Counseling Unit at the newly renovated Büyük İstanbul Otogarı (Grand Istanbul Bus Terminal) to support women arriving in Istanbul from other cities or leaving Istanbul to build a new life away from violence. Women can now receive face-to-face counseling services at the terminal. Since November 2023, the unit has served nearly 1,000 women.
We Established the Sexual Violence Prevention Unit and Support Line!
Through the Sexual Violence Prevention Unit, we aim to raise awareness about preventing sexual violence by organizing trainings, panels, and conferences. In 2023, we reached 3,068 people, and in 2024, this number increased to 6,304 people.
We also launched the Sexual Violence Prevention Support Line, where women who have experienced or are at risk of sexual violence can receive 24/7 support in Turkish, English, Kurdish, or Arabic. Since its launch in August 2023, the line has supported 53 individuals.
We Opened a Women’s Shelter
At our Women’s Shelters, we provide temporary housing for women and children escaping violence. During their stay, we offer psychological, social, legal, and professional support tailored to their needs.
Since April 2020, our shelter has provided 5,525 services to 227 women and 200 children.
We Established the Menstrual Counseling Unit
At İSADEM and IMM Women Centers, we launched Menstrual Counseling Units to provide physical and emotional support to women during their menstrual periods. These centers also offer educational sessions to raise awareness about menstrual health. Since their launch in 2023, we have reached nearly 10,000 women.
We Are on the Road with the Purple Bus!
To reach women who cannot access our service centers due to reasons such as living in rural neighborhoods, having disabilities, being elderly, or having caregiving responsibilities, we launched the Purple Bus Project. With the Purple Bus, we provide services such as preventive healthcare and psychological counseling directly in their neighborhoods, free of charge.
In 2023, the Purple Bus served 201 people in 11 locations, and in 2024, it reached 2,068 people in 92 locations, providing over 4,500 services in total.
We Opened Women’s Labor Production Workshops
To empower women to generate income through their own production and highlight the value of women’s labor, we opened Women’s Labor Production Workshops at four locations: Bakırköy IMM Women, Women’s Solidarity House, Üsküdar Antique Dealers’ Bazaar, and the Social Services Department. Women come together in these workshops to produce in solidarity.
Products designed by women are exhibited at Sıra Dükkanlar, a restored space now serving as a new art hub. Entrepreneurial women can also sell their handmade products at the Women’s Labor Market, a project by Istanbul Volunteers.
The Women’s Labor Production Workshops have served 772 people, and the exhibition space at Sıra Dükkanlar, opened in May 2024, has welcomed over 2,000 visitors in six months.
We Launched the Istanbul Baby Program
As part of our efforts to reduce social inequalities, the Istanbul Baby Program has been providing services since 2020, reaching nearly 6,000 women. The program offers counseling, events, and seminars to socioeconomically disadvantaged families with children aged 0–3 years.
We provide support on topics such as coping with prenatal and postnatal depression, nutrition, and child development, helping both mothers and their babies lead happier and more informed lives.
We Provide Breast Cancer Screenings and Bone Density Measurements
To help women maintain healthy lives, we support them with diagnostic and screening services. Since August 2023, we have provided mammography services to nearly 2,000 women over the age of 40, and since January 2024, we have conducted bone density measurements for 1,028 women.
We Organized Gender-Sensitive Workshops
To challenge the misconception that certain activities are "men's work" and to demonstrate that women can excel in any field, we held gender-sensitive workshops.
- 48 women participated in our tire-changing and vehicle maintenance workshop.
- 252 women joined our basic carpentry workshop.
- 13 women attended our welding workshop.
Social Support for Women
Marriage Support
Since 2019, we have been providing financial support to newlywed couples. To date, 14,576 couples have benefited from the IMM Marriage Support program.
Support for Women Leaving Shelters
Since 2019, 61 women have received financial support to help them start a new life after leaving our solidarity houses.
Hygienic Pad Support
To ensure access to hygienic pads and combat period poverty, we have been distributing pads regularly. Since July 2019, we have provided over 565,000 packs of hygienic pads to women in need, free of charge.
Askıda Fatura Mother-Baby Support Package
Through the Askıda Fatura (Bill on Hold) Project, which connects families in need with benefactors, we have facilitated 500 TL in support for mothers with children aged 0–4 years. To date, 76,458 Askıda Fatura Mother-Baby Support Packages have been delivered to mothers in need.
